Job Details/Qualifications
The Innisfail Golf Club is a member owned golf facility located in Central Alberta, operating seasonally with approximately six months of active operations. The Club is governed by a volunteer Board of Directors and managed day to day by a General Manager.
The Club is seeking proposals from qualified, independent professional or firms to provide Human Resources advisory services and Financial Analysis / Advisory services on a annual contract basis. IGC has historically had a combined Accounting/Human Resources role by one individual. There is a need for HR support to IGC to ensure objectivity and confidentiality for staff due to the flat nature of the organization.
Transitioning the treasurer role from more hands on from the board to a role that provides financial support and arms length oversight for the Board of Directors through the General Manager.
The successful proponent will work collaboratively with the General Manager and the Treasurer to strengthen governance, operational effectiveness, financial sustainability, and compliance.
IGC is looking for an individual or team to provide this support and is requesting proposals for this work. The general scope is outlined below:
Objectives
-Providing professional, third party expertise to support management and the board of directors
-Enhancing HR practices, policies, and compliance for a seasonal workforce
-Improving financial visibility, forecasting, and long term planning
-Supporting informed decision making at the General Manager and Board level
-Establishing scalable systems appropriate for a mid sized, member based golf operation
Scope of Services
A. Human Resources Advisory Services, Third Party
The HR professional will act in an advisory and consultative capacity and is expected to collaborate closely with the General Manager.
Scope of Services may include, but is not limited to:
1. HR Policy & Governance
-Review and update employee handbook, policies, and procedures
-Ensure compliance with Alberta Employment Standards, OHS legislation, and best practices
-Develop role clarity between management, staff, and board of directors where applicable
2.Staffing & Workforce Planning
-Seasonal staffing model review and optimization
-Support recruitment strategies for key positions
-Develop standardized job descriptions and wage bands
3.Performance Management
-Design or refine performance evaluation frameworks
-Provide guidance on progressive discipline and termination practices
-Act as a third party for staff concerns, as they may feel uncomfortable dealing with internally
4. Compensation & Benefits Review
-Market comparison of wages and benefits (as appropriate)
-Advisory support on benefits plans, seasonal employment structures, and retention strategies
5. Risk Management & Employee Relations
-Advisory support on workplace issues, investigations, and conflict resolution
-Guidance on documentation, risk mitigation, and best practices
B. Financial Analysis & Advisory Services
The Financial Analyst will provide independent financial insight and analytical support, working collaboratively with the Treasurer and General Manager.
Scope of Services may include, but is not limited to:
1.Financial Review & Analysis
-Review of historical financial statements and trends
-Identification of operational risks and improvement opportunities
2.Budgeting & Forecasting
-Support annual budgeting process
-Develop cash flow forecasts reflective of seasonal operations
-Scenario and sensitivity analysis for pricing, weather, and participation impacts
3.Capital Planning & Reserve Analysis
-Advisory support on capital planning and reserve funding
-Long term financial modeling for asset replacement and infrastructure investment
4.Reporting & Governance Support
-Development of clear, Board ready financial reporting dashboards
-Advisory attendance at Board or Finance Committee meetings (as required)
-Improve financial literacy and transparency at the governance level
5.Strategic Advisory Support
-Support evaluation of major initiatives (e.g., pricing strategies, operational changes)
-Financial input into strategic planning exercises
Relationship & Governance Structure
-The successful proponent(s) will report to the General Manager
-Close collaboration with the Treasurer of the Board is expected
-Work will be primarily advisory; no operational authority is implied
-Confidentiality and professional independence are essential
